European packaging regulations are changing. As of August 12, 2026, the Packaging and Packaging Waste Regulation (PPWR) will apply in all EU member states. The new regulation aims to reduce packaging waste, promote recycling and reuse, and make packaging within Europe more sustainable and easier to recycle.
For companies that place packaging or packaged products on the European market, this means that various new requirements and responsibilities will be introduced in the coming years.
What is the PPWR?
PPWR stands for Packaging and Packaging Waste Regulation, also known as the European Regulation on Packaging and Packaging Waste (EU) 2025/40.
The regulation replaces the previous European directive on packaging and packaging waste. A key difference is that the PPWR applies directly in all EU member states. As a result, many packaging requirements across Europe will be more harmonized. At the same time, member states may apply additional national rules regarding, for example, registration, monitoring, and the implementation of packaging obligations.
What’s changing?
The PPWR focuses on the entire life cycle of packaging. Among other things, it addresses:
reducing packaging waste;
limiting unnecessary packaging materials;
reuse of packaging;
the recyclability of packaging;
the use of recycled materials;
collection and recycling;
information and labeling of packaging.
Not all new requirements will take effect at the same time. The PPWR will be further developed and implemented in phases over the coming years. That is why it is important not only to consider today’s rules but also to look ahead to the requirements that are on the horizon.
What does this mean for your business?
The implications of the PPWR depend on your role within the packaging chain. The regulations distinguish between different roles, including manufacturer, supplier, importer, distributor, and producer. A single company may fulfill multiple roles and therefore face various obligations.
It is therefore important to understand the packaging you use and place on the market. Consider, for example, the material composition, recyclability, origin, and the information that must be provided with the packaging.
Furthermore, as of August 12, 2026, packaging placed on the EU market must comply with the PPWR regulations. For producers and importers, this includes the requirement for a valid EU Declaration of Conformity.
